In the area of literacy, the proposal includes a new, $450 million funding stream to help states work with outside organizations, such as nonprofit groups and colleges, to improve reading and writing instruction. That program would be financed by collapsing six smaller literacy programs, including the $250 million Striving Readers program, the $66.5 million Even Start family-literacy program, and the $25.6 million National Writing Project.
